fix: add retry polling on payment success page for Stripe webhook delay

https://sonarly.com/issue/15703?type=bug

After completing Stripe checkout, users clicking "Start" on the payment success page get an error if Stripe's webhook hasn't yet created the billing subscription in the database. The page makes only a single fetch attempt with no retry logic.
